Using research methods such as literature review， field research， and logical analysis， this study explores the development direction，current challenges，and promotion path of grassroots sports associations during the period of deepening decoupling， based on the explanation of their reform logic. Research suggests that during the period of deepening decoupling， grassroots sports associations have shifted their governance structure，resource acquisition， regulatory system， and service functions from administrative affiliation to professional autonomy， from fiscal dependence to diversified autonomy， from rigid control to collaborative governance， and from indicator docking to demand response. The main issues are the structural idling of governance systems， imbalanced allocation of rights and responsibilities， and broken connections between norms； The resource supply system is malfunctioning， relying on inertia and weak market-oriented operation； The regulatory collaborative ecosystem is fragile，and there is a lack of self-discipline and suspended supervision；Practical difficulties include hindered role transformation， and delayed ability reconstruction compromising the pursuit of subject interests. Based on this， the following promotion path is proposed： focusing on the reconstruction of subject rights and responsibilities and institutional connection， to solve the problem of institutional structure idling；Taking the reshaping of diversified supply mechanisms as a starting point， breaking resource dependence and activating market momentum； putting together comprehensive supervision and internal and external governance， to solve the fragile ecological dilemma of collaborative supervision； taking interest coordination and capability iteration as the engine，to resolve conflicts in the transformation of associations’ roles and functions.
