以学校体育督导评估为对象,运用文献法、专家咨询法等方法,研究协同治理视域下学校体育 督导评估的现实困境与推进策略。研究指出:①我国学校体育督导评估重点围绕统筹管理、教育教学、 条件保障、体质健康等内容开展督政、督学和评估监测活动;政府、学校、社会协同配合,以促进学校体育 督导评估主体多元化、内容系统化、形式多样化与改进持续化。②现实困境包括政府督导评估机构权威 弱化,督导服务平台搭建不足,融合社会资源不够,监督监管相对缺失;学校自评机制不完善,主观意愿 不强烈,内部自评与外部督导评估不能有效衔接;社会参与评估监测不足,人员构成复杂,行业约束不 严,民众公信力较低。③推进策略为政府统筹管理,搭建平台,强化协同治理,重视结果运用;学校落实 主体责任,内部自评与外部督导评估有机结合,注重自我完善和持续改进;社会积极参与,独立评价,强 化内部约束和行业自律,提升评估监测的客观性和民众的公信力。

Taking school physical education supervision and evaluation as the research object, this study uses research methods such as literature review and expert consultation to investigate the practical difficulties and promotion strategies of school physical education supervision and evaluation from the perspective of collaborative governance. Research indicates: ① In China, the supervision and evaluation of school physical education primarily mainly focuses on comprehensive management, teaching and education, resource support, and physical health. Activities such as administrative supervision, educational supervision, and assessment monitoring are conducted, with collaboration among the government, schools, and society to promote diversified entities, systematic content, diversified forms, and continuous improvement in school physical education supervision and evaluation. ② The practical challenges include weakened authority of government supervision and evaluation agencies, insufficient development of supervision service platforms, inadequate integration of social resources, and relative deficiencies in supervision and oversight; schools lack a well-established self-evaluation mechanism and exhibit weak subjective initiative, resulting in ineffective coordination between internal self-evaluation and external supervision and evaluation; on the societal side, there is insufficient public participation in assessment monitoring, complex personnel composition, lax industry constraints, and low public trust in credibility. ③ The promotion strategy is to coordinate government management, build platforms, strengthen collaborative governance, and emphasis on result utilization; schools should fulfill their primary responsibilities by combining internal self-evaluation with external supervision and evaluation, prioritizing self-improvement and continuous enhancement; and society should actively participate in independent evaluation, reinforce internal constraints and industry self-regulation, and improve objectivity in assessment monitoring as well as public trust.
