体育科技创新驱动发展战略是加快形成体育新质生产力，助推体育强国建设目标实现的核心 引擎。研究采用文献研读与调研、逻辑归纳与演绎等方法，从建设体育强国的必然之选、加快形成体育 新质生产力、深化体育科技体制改革和构建体育科技创新联合体4个方面对体育科技创新驱动发展战略 的必要性、动力机制和实现路径等议题进行了系统思考，旨在为数字化时代中国式体育现代化推进提供 学理支撑。研究认为：体育科技创新驱动发展战略是国家战略在体育领域内的自然延伸、是我国应对国 际体育竞争的迫切需求、是补齐国内体育现代化短板的根本路径，体育新质生产力对提升体育科技竞争 力、推动体育科技成果转化与应用、引领体育产业转型升级、促进体育科技人才培养有着不可替代的价 值，体育科技体制改革有利于优化体育科技资源配置、激发体育科技创新活力、促进体育科技成果转化、 培养体育科技创新人才。研究基于对体育科技创新联合体的功能与运行模式的理解与把握，提出以整 合创新资源、“产学研用”深度融合、培育创新生态为载体构建体育科技创新联合体，推动形成体育新质 生产力。

The science and technology innovation-driven strategy in sports is the core engine for accelerating the formation of new quality productive forces and boosting the achievement of the goal of building a leading sporting nation. Adopting methods such as literature review， logical induction and deduction， this study conducts systematic reflections on the necessity， dynamic mechanism and realization path of the sports science and technology innovation-driven development strategy from four major dimensions， including an inevitable choice for building a sports power， accelerating the formation of new sports productive forces， deepening the reform of the sports science and technology system， and constructing a sports science and technology innovation consortium. The study holds that： the science and technology innovation-driven development strategy in sports is a natural extension of the national strategy in the sporting field， an urgent need for China to cope with international sports competition， and a fundamental path to make up for the shortcomings of domestic sports modernization； new quality productive forces have irreplaceable value in enhancing the competitiveness of sports science and technology， promoting the transformation and application of sports scientific and technological achievements， leading the transformation and upgrading of the sports industry， and cultivating sports science and technology innovation talents； the deepening of the reform of the sports science and technology system is conducive to optimizing the allocation of sports science and technology resources， stimulating the vitality of sports science and technology innovation， promoting the transformation of sports scientific and technological achievements， and cultivating sports science and technology innovation talents. Finally， based on the understanding of the functions and operation mode of the sports science and technology innovation consortium， it is proposed to build it through integrating innovative resources， deepening the synergy between industry， academia， research， and application， and cultivating an innovation ecosystem， so as to promote the formation of new quality productive forces in sports.
