加快体育强国建设是党和政府对中国体育事业发展的蓝图绘制，“新型举国体制”是推进这一进程的有力方略。体育强国建设的多维赶超性需要新型举国体制的制度保障，任务复合性需要新型举国体制的主体协同，功能多元性需要新型举国体制的制度演进。新型举国体制在领导核心上坚持中国共产党的全面领导，并日益体现出“元主体”的治理特征，在价值取向上由为国争光的体育转向发展以人民为中心的体育；在资源配置上由人、财、物等硬资源的计划配置向人、财、物、文化、精神等软、硬资源市场化主导配置转变；在参与力量上由政府单一主体向政府、市场、社会、家庭等多元力量协同增效转变；在发展环境上由原有的融入全球到百年未有之大变局和双循环格局构建；在作用领域上由重点服务竞技体育到更加关注群众体育、竞技体育、体育产业中的重点领域和关键环节。新型举国体制拥有适用于青少年体育和学校体育的“社会动员”模式，适用于竞技体育关键环节的“政产学研会”深度融合模式，适用于产业链升级和职业体育的“龙头企业”整合带动发展模式。提出了以“新型举国体制”推进体育强国建设的路径：包括发挥元主体价值，选定战略力量，设定重要项目，完善评估激励等。

Accelerating the construction of a leading sporting nation is the blueprint drawn by the Party and government for sports，and the new system for mobilizing resources nationwide is a powerful strategy to promote this process. The multidimensional catching up and surpassing nature of building a leading sporting nation requires the institutional guarantee of the new system for mobilizing resources nationwide，the complexity of tasks requires the coordination of the main bodies of the new national system，and the diversity of functions requires the institutional evolution of the new national system. The new system for mobilizing resources nationwide adheres to the overall leadership of the Party with regard to the core of leadership， and increasingly reflects the governance characteristics of “meta subject”. In terms of value orientation，the sports of “winning honor for the country” has shifted to the development of people centered sports； In terms of resource allocation，there is a shift from planned allocation of hard resources such as human and financial resources to market-oriented allocation of soft and hard resources such as human，financial，material，cultural，and spiritual resources； In terms of participation parties，it witnesses transformation from a single government entity to a collaborative and efficient approach involving multiple forces such as the government，market，society，and family； In terms of development environment，it demonstrates a change from the integration into the world originally to the profound changes unseen in a century and dual circulation pattern； In terms of application fields，there is a shift of focus from mainly serving competitive sport to paying more attention to the key areas and links in mass sports，competitive sports and sports industry. The “ new system for mobilizing resources nationwide” has a “social mobilization” model suitable for youth sports and school sports，includes a “ Government-Industry-University-ResearchAssociation” integration model suitable for key links of competitive sports，and a development model suitable for industrial chain upgrading and professional sports which is driven by “leading enterprises”. The path of promoting the construction of a leading sporting nation through the “ new system for mobilizing resources nationwide “ has been proposed，including leveraging the primary value of the “ meta subject “，selecting strategic forces，setting important projects，and improving evaluation incentives.
