“双减”政策是对宏观社会经济进行的调控,课后服务作为重要的社会工程,对促进社会进步、 教育公平、青少年健康成长以及核心素养的形成等具有重要的指导意义。运用文献资料、历史研究、逻辑分析等方法,对“双减”政策下“课后延时体育服务”的演进历程、机遇挑战及实现路径进行了分析。 研究发现,课后延时体育服务的机遇为:国家政策支持体育类培训开展,为课后延时体育服务提供法治保障;重塑健康成长教育生态,为课后延时体育服务提供发展空间;严禁学科类补课行为,为课后延时体育服务提供时间保障;学生体质发展切实需求,为课后延时体育服务提供需求保障。课后延时体育服务的挑战为:校内资源不足制约了课后延时体育服务的普及性;绩效保障不足影响了学校落实课后服务的积极性;管理体系不健全阻碍了社会力量的参与性;校外培训资本化混淆了教育结果的公平性。课后延时体育服务实现路径为:积极引进社会资源参与,促进多元主体协同共育新格局;健全绩效保障评价机制,探寻课后服务提效增质新举措;构建课后延时体育服务体系,厘清各级管理职能新思路;明确学校育人主体地位,积极践行五育融合新理念。

The "double reduction" policy is a macro-social and economic regulation. After-school services, as an important social project, have important guiding significance in promoting social progress, educational equity, the healthy growth of teenagers, and the formation of key qualities.Using the methods of literature review, historical research, and logical analysis, this paper analyzes the evolution process, opportunities, challenges and realization paths of the “double reduction” policy of after-class sports service. The research found that the opportunities of after-school sports services are as follows:national policies support the development of sports training, providing legal guarantee for after-school sports services;reshaping the education ecology of healthy growth provides development space for after-school sports service;prohibition on academic tutoring class provides time guarantee for after-school sports services;students’ physical needs for physical development provide demand guarantees for after-school sports service. The challenges of after-school sports service are as follows: insufficient resources in school restrict the popularization of after-school sports service;insufficient performance guarantees affect the enthusiasm of schools to implement after-school services;imperfect management system hinders the participation of social forces;capitalizing of off-campus training confuses equity in educational outcomes. The realization paths of afterschool sports service are as follows:actively introduce social resources to participate, introduce a new pattern of multi-subject collaborative education;improve the evaluation mechanism of performance guarantee, explore new measures to improve the efficiency and quality of after-school service;construct an after-school sports service system, clarify the new ideas of management functions at all levels;clarify the main position of school education, and actively practice the new concept of developing an education system that will foster a new generation of young people who have all-round moral, intellectual, physical and aesthetic grounding with a hard-working spirit.
