基于当前新时代体育事业发展背景，在上海市构建全球著名体育城市的发展过程中，分析其构建的内涵与动机，解析构建全球著名体育城市的内在逻辑规律，采用SWOT-PEST组合矩阵模型并结合政治、经济、社会、技术背景因素，依次对上海市构建著名体育城市的内部优势、劣势环境与外部机遇、威胁环境进行相应的剖析，以此组合得出模型的优化路径，为上海市构建全球著名体育城市提出战略发展方向上的建议：转化发展理念，健全体育行政管理机制；强化产业结构，升级体育经济规模效益；深化健康意识，完善公共体育服务体系；进化科技运用，扩充体育技术创新领域。

Based on the current development of sports in the new era， in the process of building a world famous sports city in Shanghai， analyze the connotation and motivation of its construction， and analyze the inherent logic of building a world-famous sports city. The SWOT-PEST combination matrix model is used to analyze the advantages， disadvantages， opportunities and threat environments of the famous sports cities in Shanghai and combine them with political， economic， social and technical background factors. This combination gives the optimized path of the model. Advising Shanghai on the construction of a world-famous sports city in the direction of strategic development： transforming the development concept， improving the sports administrative management mechanism; strengthening the industrial structure， upgrading the scale of the sports economy; deepening the awareness of health， improving the public sports service system; expand the field of sports technology innovation.
