在媒介化社会日益凸显、健康中国和全民健身战略深入推进的社会背景下,居民的健身素养 水平成为关涉全民健身开展和健康中国建设的核心变量。基于媒介技术和传播形式的革新,从媒介责 任的视角探撷居民健身素养的提升路径,认为居民健身素养促进的媒介责任主要体现在传播、沟通、监 督、构建、传承 5个方面,即科学健身知识、技能、理念等信息的“传递者”,健身素养提升工程中政府、社 会、居民的“联络者”,居民健身素养促进过程的“守望者”,全民健身氛围的“营造者”,优秀健身文化和 中华体育精神的“弘扬者”。依据社会生态系统理论,基于媒介传播的工具属性和逻辑主线,构建居民健 身素养促进中不同层面的媒介责任履行机制,包括全民健身政策的解构、执行、动态优化机制,居民健身 素养提升的社区促进机制,居民健身素养提升的家庭引导机制,个人健身素养结构的优化机制等,不同 层面媒介履责机制的有效运行与其他层面既相互影响又彼此促进,居民健身素养促进的媒介履责整体 效果取决于4个层面履责机制运行的相互协调与有效整合。

In the context of the increasingly media-based society and the deepening of the Healthy China and National Fitness strategies, the fitness literacy level of residents has become a core variable related to the development of national fitness and the construction of a Healthy China. Based on the innovation of media technology and communication forms, this paper explores the path to improving residents’ fitness literacy from the perspective of media responsibility. It is believed that the media responsibility for promoting residents’ fitness literacy mainly lies in five aspects: dissemination, coordination, supervision,creation and inheritance,namely being the“conveyors” of information such as scientific fitness knowledge,skills, and concepts; serving as the“connectors” among government, society, and residents in the fitness literacy promotion project; acting as the“guardians” in the process of promoting fitness literacy; being the“builders” of a national fitness atmosphere; and being the“promoters” of excellent fitness culture and the spirit of Chinese sports. Based on the theory of social ecological systems and the tool attributes and logical framework of media communication, this paper constructs an implementation mechanism for the media responsibility in promoting residents’ fitness literacy at different levels,including the deconstruction, implementation, and dynamic optimization mechanisms of national fitness policies, community promotion mechanisms for improving residents’ fitness literacy, family guidance mechanisms for improving residents’ fitness literacy, and optimization mechanisms for individual fitness literacy structures. The effective operation of media responsibility mechanisms at different levels influences and promotes each other, and the overall effectiveness of media responsibility in promoting residents’ fitness literacy depends on the coordination and effective integration of the mechanisms at the four levels
