构建“双循环”新发展格局是党中央根据国内国际形势发展变化而做出的战略决策，对推动体育产业高质量发展具有重要的理论意义与指导价值。运用文献资料、专家访谈、逻辑分析等研究方法， 阐释“双循环”新发展格局的时代背景，分析体育产业高质量发展的宏观形态，提出相应的方略举措。进入新发展阶段，推动体育产业高质量发展，必须以新发展理念为根本遵循，以国内大循环为主体，建立完整的体育内需体系，以更高水平的对外开放为引领，参与国际体育治理和促进产业融合。“双循环”新发展格局下推动体育产业高质量发展，要把实施扩大体育内需战略与体育产业供给侧改革结合起来，着力提升体育产业发展的质量与效率，同时要以扩大体育内需为战略基点，加大体育领域投资力度，培育多元体育消费业态，利用数字技术推动体育产业数字化转型。

Building the new development pattern of dual circulation is the strategic decision made by the CPC Central Committee according to the development and changes of domestic and international situations, and has important theoretical signifificance and guiding value for promoting the high-quality development of sports industry. By using the research methods of literature, expert interviews and logical analysis, this paper explains the time background of the new development pattern of dual circulation, analyzes the macroscopic form of sports industry development, and puts forward corresponding strategic measures. Studies suggest that in the new development stage, to promote the high-quality development of the sports industry, it should follow the new development concept as the fundamental principle, regard the domestic big cycle as the main body, establish a complete sports domestic demand system，and also participate in international sports governance and promote industrial integration guided by a higher level of opening up. In order to achieve the high-quality development of the sports industry under the new dual circulation development pattern, we should combine the implementation of the strategy of expanding domestic demand for sports with the supply-side reform of the sports industry, and strive to improve the quality and effificiency of the development of the sports industry. At the same time, we should seize the strategic basis of expanding domestic demand for sports, increase investment in sports, cultivate diversifified sports consumption formats, and use digital technology to promote the digital transformation of sports industry.
