利用非体育用地建设体育场地设施是解决体育场地设施建设用地不足的重要路径。运用文献资料研究、实地调研等方法,就我国利用非体育用地建设体育场地设施问题进行了研究。研究发现,我国利用非体育用地建设体育场地设施过程中存在政策执行力度不强、建设操作指南缺乏、用地性质制约、办理许可手续困难、配建标准难以落实等困境。在借鉴武汉市和广州市足球场地建设成功经验的基础上,提出完善相关配套政策,提高政策执行效果、明确可兼容建设土地类型,突破非体育用地建设限制、细化建设审批许可手续,解决社会力量建设难题、注重前期规划,落实体育设施相关配建标准、公开非体育用地建设信息,鼓励社会力量积极参与等利用非体育用地建设体育场地设施的对策,以期促进体育场地设施建设,夯实体育强国建设的场地基础。

Using non-sports land to build sports facilities is an important way to solve the shortage of sports facilities. This paperstudies the use of non-sports land to build sports facilities in China by means of literature research and field research. It is foundthat in the process of using non-sports land to build sports venues and facilities in China,there are some difficulties such as weakpolicy implementation,lack of construction operation guidelines,land use nature constrains,difficulty in handling licensingprocedures due to the nature of land use,and difficulty in implementing construction standards. On the basis of the successfulexperience of football field construction in Wuhan and Guangzhou,this paper puts forward the countermeasures of perfecting therelevant supporting policies,improving the effect of policy implementation,clarifying the type of land that can be compatiblewith construction,breaking through the restriction of construction of non-sports land,refining the procedures for approval ofconstruction,solving the problems of construction from social forces,paying attention to pre-planning,implementing therelevant construction standards of sports facilities,publicizing the construction information of non-sports land,and encouragingthe active participation of social forces in the construction of sports venues and facilities,so as to promote the construction ofsports facilities and consolidate the site foundation for the construction of sports power.
